Garena AoV is still working to fix lag issues. My average ping is 50-150ms when I'm using Smart but sometimes there is ping spikes. I doubt that they're working to fix the lag issues. Devs be like "let's focus on releasing new heros and don't acknowledge the fact that our server is laggy".
